Following a question on FPN (fixed penalty notice) a suggestion that a NIP (Notice of Inteded Prosecution) is sent the reply was:
And the NIP goes to the reg owner/keeper, so at the end of the day the crown get someone (allbeit the R/O who failed the comply with the NIP correctly)

They just have to nail somebody, don't they?
